Suspect arrested following prowling and vehicle theft
The Windsor Police Service has arrested a suspect wanted in connection with last month’s prowler incident in the city’s west end. Thanks to information from the community, officers located and arrested a 33-year-old man in the 1000 block of Walker Road on January 4, 2025. Officers also recovered a vehicle the suspect had stolen following the incident to flee the area. Claudio Topulli has been charged with:
- Harassment by watching and besetting
- Voyeurism
- Mischief interfering with lawful enjoyment
- Theft of a motor vehicle

Police seek assistance from the public to identify a suspected prowler
The Windsor Police Service is seeking the public’s assistance in identifying a male suspect involved in a prowler incident. Shortly after 3:30 p.m. on December 25, 2024, officers were called to the 400 block of Rankin Avenue for a report of a prowler in progress.
Through investigation, officers learned that the suspect was seen peering into the window of a residence where the victim was changing. The suspect fled the area after being confronted by the victim's father and was last seen in the 600 block of Rankin Avenue.
The suspect is described as a white male between 20 and 30 years old, approximately six feet tall, with a shaved head and a brown moustache. At the time of the incident, he wore a black t-shirt, blue skinny jeans, and black running shoes with white soles.
The suspect is wanted for harassment by watching and mischief interfering with lawful enjoyment.
